Use a spray mechanism on your taps. This gives a great hand drenching and also achieves a low usage of around 3litres per minute. 

We have been using them in commercial areas for a number of years as a matter of fact. Whilst it would not be necessary to have auto shut off taps or infrared response taps in the home, simple and cheap measures can be implemented easily and effectively like screw in spray nozzles.
